Defense organizations have always been driven by the need to innovate in order to achieve military superiority on the battlefield. Traditionally that innovation has been generated within a defense industrial base that largely specialized in defense related products and technologies and developed those technologies in response to specific military needs. Today, many innovative technologies that are developed for commercial use also have significant applicability to the defense sector. These innovative ideas however are coming from non-traditional sources such as commercial companies, small businesses, individual inventors or university researchers. To take advantage of this growing pool of innovation, defense organizations must create an environment that encourages these innovators to team with them. This address will present ideas to achieve such a teaming arrangement.
